These are the parts that are listed as coming with the Pump-N-Seal when it was new so, it appears this is COMPLETE.
The instructions say that it can generate 27 inches of vacuum in ordinary food jars and permanently seal them and will also remove air and create a vacuum in ordinary zipper-locking bags.
However, PLEASE NOTE, that the instructions are not included. Instructions can be found online.
I have never used this item so how well it works I cannot say. I can say that when the rod is pushed in and released it creates a vacuum and suctions itself to a smooth flat surface.
